In the state legislature and later leading economic development, innovation and simplification agendas at Rio City Hall, he led and coordinated initiatives to improve the business environment and move complex projects into delivery.

Private-sector institutional relations experience in the energy industry deepened his understanding of investment, regulation and the practical challenges of corporate decision-making.
